Define if a job state is or not a terminal state

Job state : a job is in some non-terminal states then in some terminal states :

• Job terminal states : see JOB_TERMINAL_STATES list

• Job non-terminal states are : 'deleted_new', 'failed', 'new', 'paused', 'queued', 'resubmitted', 'running', 'upload', 'waiting'
